Q: Since sexual orientation is not mentioned in the International Conference on Population and Development Action Programme, what is your position?

Everyone has the right to sexual and reproductive health; it is a basic human right.  In working to achieve that access, we must offer health services to every person, without any distinction or discrimination on any grounds whatsoever.

UNFPA endeavours to obtain for all persons the right to health by working with governments and other partners to develop approaches based on human rights and cultural sensitivity, to serve, without any distinction, persons who are in the most excluded conditions and segments of the population who lack services. 

Q:  Does UNFPA advocate the decriminalization of homosexuality in every country, despite the principle of sovereignty?

UNFPA advocates the right of every person, without any distinction, to live a healthy, productive and safe life and have access to all care and education.  International human rights law requires that governments ensure that all people are protected and can claim their rights.

Q: What is UNFPA’s position on homosexual marriage?
Each country should resolve this according to its national legislative processes.
